Simplification of Procedures before the Federal Center for Labor Conciliation and Registration
On August 19th, 2026, it was published in the Federal Official Gazette (“DOF”, for its acronym in Spanish) the “Accord establishing simplification measures for procedures carried out before the Federal Center for Labor Conciliation and Registration” (the “Accord”), which reduces requirements and resolution terms applicable to various procedures before the Federal Center for Labor Conciliation and Registration (“CFCRL”, for its acronym in Spanish).
The main changes include the following:
Filing of Internal Work Regulations
The requirement to submit proof of address is eliminated. The filing must include the Internal Work Regulations and the minutes evidencing the formation of the Joint Commission, together with the documentation required to evidence the identity and legal capacity of the parties.
The term for resolution is reduced from 20 to 15 business days.
Approval and Filing of an Initial Collective Bargaining Agreement
The requirements for this procedure are simplified. Among others, the requirement to submit the certificate of representativeness, the employer´s tax status certificate, and the attorney’s license of the union’s legal advisor, or legal representative is eliminated.
The required formats for submitting the salary and wage schedule and the list of employees entitled to vote are also modified.
The term for resolution is reduced from 30 to 20 business days.
Issuance of Certified Copies
The procedures for requesting certified copies are consolidated into a single procedure, which will require the online form and proof of payment of the applicable fees.
The processing time is reduced from 20 to 10 business days. Once the request is deemed admissible, the applicant will have three business days to make the corresponding payment.
The Accord will enter into force 15 business days following its publication in the DOF. Procedures initiated prior to its entry into force will continue to be processed in accordance with the requirements in effect at the time they were filed.
