Renewal in the Public Registry of Providers of Specialized Services or Works
On February 21, 2024, an Agreement was published in the Official Gazette of the Federation (“DOF”) disclosing certain provisions applicable to the renewal of registration for individuals providing specialized services or executing specialized works who have been enrolled in the Registry of Providers of Specialized Services or Works (“REPSE”) referred to in Article 15 of the Federal Labor Law.
The second paragraph of Article 15 of the Federal Labor Law (“LFT”) establishes the obligation for individuals or legal entities to renew their REPSE folio every 3 (three) years.
The aforementioned Agreement clarifies the following:
i) Validity of REPSE folio.- The 3 (three) years of validity of the REPSE folio shall be counted from the date individuals or legal entities are registered in the REPSE, regardless of whether they have made an update or modification to their registration.
ii) Requirements for renewal.– To carry out the request for renewal of the REPSE folio, interested parties must:
- Access the platform http://repse.stps.gob.mx and provide the required information.
- Stay current with their tax and social security obligations with the competent authorities.
- Clearly establish the service they wish to provide or the type of work they intend to execute.
- Truthfully demonstrate, through information and documentation, aspects such as the average salary range, training, certifications, equipment, machinery, among others.
- Ensure that the specialized services or works they wish to register are included within their corporate purpose and, in the case of individuals, within their tax status certificate.
iii) Deadline for renewal issuance.– Once all the aforementioned requirements are met, the Ministry of Labor and Social Welfare will issue the respective notice within 20 business days after receiving the request.
iv) Who should process the renewal in the REPSE.- Considering that the renewal must be processed within a period of three months prior to the expiration date of the registration, individuals or legal entities that registered between June 2021 and January 2022 will be obligated to renew this year, according to the following calendar:

v) Consequences of not carrying out the procedure on time.– Individuals or legal entities registered in the REPSE can only carry out their renewal process on the dates established above. Once this period has expired, the platform will automatically disable the renewal module, and if the process has not been completed, their registration will be canceled.
