IMSS: Digitalization of Employer Identification Card (“TIP”)

On September 8, 2026, Agreement ACDO.AS2.HCT.310826/238.P.DIR of the Technical Council of the Mexican Social Security Institute (Instituto Mexicano del Seguro Social, “IMSS”) was published in the Official Gazette of the Federation (Diario Oficial de la Federación, the “DOF”), approving the mandatory issuance of the Digital Employer Identification Card (Tarjeta de Identificación Patronal Digital, the “Digital TIP”).

Previously, the TIP was issued in physical form. In the event that it was lost, or whenever an employer needed to modify the individuals authorized thereunder, a replacement procedure had to be completed in person before the IMSS Subdelegation corresponding to each employer registration number. Consequently, a separate procedure was required for each employer registration number involved.

Effective September 10, 2026, the mandatory issuance of the Digital TIP was approved. The Digital TIP may be issued and accessed online through the IMSS Mailbox (Buzón IMSS), with the aim of simplifying the process, standardizing its format, and strengthening the mechanisms used to verify its authenticity.

A Digital TIP will be generated for each employer registration number, and up to three authorized individuals may be registered thereunder, entirely through the IMSS Mailbox.

The new format includes the employer’s general information, address, application date, authorized individuals, a QR code, and security information. The elements provided to evidence its electronic issuance include the filing reference number, the e.signature (e.firma) used to designate the authorized individual, the certificate serial number, the original data string (cadena original), and the digital seal.

Recommendations for companies to be prepared for the entry into force of this new scheme:

1. Validate that their IMSS Mailbox is enabled and updated.
2. Identify the employer registrations held by the company and verify that their information is updated before the IMSS.
3. Have updated information of the persons who will be authorized under the new scheme.
4. Verify that the e.signature is valid and has not been revoked or cancelled.
5. Update the company´s internal procedures related to carrying out procedures before the IMSS, in order to contemplate the use of the Digital TIP in substitution of the physical card.
