Draft of the reactivation plan for Mexico City

The Mexico City government has made public a draft of the plan to reactivate economic, educational and social activities.

The draft of the reactivation plan refers to four categories of economic activities and establishes the date when they can be reactivated, namely:

1. Those that did not close due to COVID-19, to which primary sector activities and construction will be added. Within this heading, agriculture, livestock, manufacturing, iron and steel, logistics and removals are included.

According to the plan draft, these activities will be able to operate with strict hygiene measures from June 1, 2020.

2. The businesses that will be able to reactive with certain restrictions. This includes restaurants and theaters that must operate at one third of their capacity, legal services, religious, financial, cinemas, theaters, sports without public, government procedures and services and medical consultations.

According to the relevant plan draft, these activities may be carried out as of June 15, 2020, applying restrictions on seating, monitoring of contagion, equipment for personnel and spaces sanitation. Likewise, the entry hours of personnel working in this category must be staggered. Parks and shopping centers will only be able to have an occupation of 25% of their capacity.

3. Those businesses that will continue to work remotely. This category includes corporate and government offices that do not provide service to the public. Basic education schools are included in this category.

These activities may be resumed from August 2020 considering certain conditions and limitations such as establishing groups of maximum 15 students, adopting sanitation measures and not allowing the entry of people with symptoms of illness, among others. The nurseries will not resume activities until further notice.

4. Businesses that will remain closed, such as gyms, massages, clubs and bars. Universities and high schools are included in this category.

These activities may be resumed as of September 2020.

Moreover, as part of the reactivation plan draft, some restrictions are set forth for the operation of businesses, as applicable, including the use of equipment for personnel that includes gloves and mask, and the sanitation of spaces, to take care of the flows inside the businesses and rules of isolation inside, staggered 4×10 for the personnel (4 working days followed by each 10 days of confinement), staggered schedules of entrance to avoid agglomerations in the public transport and control of the people who are infected and identification of the people with whom they had contact to achieve the isolation of them.

Vulnerable persons will be kept in confinement and two days a week will be set forth exclusively for this sector of the population to make use of public space. People living or living with vulnerable people shall maintain a distance from each other at home to prevent contagion.

As part of the epidemiological follow-up and monitoring, the integration of the CDMX COVID-19 App for the notification of contact with possible contagion and a “passport” for mobility through a QR code are considered. Likewise, a process of identification of people who may have been in contact with an infected person in order to establish direct communication with potentially infected people, will be implemented.

It should be noted that the relevant plan draft does not appear in any official document and has not been published in the Official Gazette of Mexico City and therefore should not be considered official or approved. Unofficial sources mentioned that it will be confirmed and published early next week.
