Update of the policies, bases and guidelines for acquisitions, leasing and services of the IMSS

On April 1, 2022, published in the Official Federal Gazette, communicating the electronic address to consult the update to the Policies, Bases and Guidelines on Procurement, Leasing and Services (“POBALINES”) of the Mexican Social Security Institute (“IMSS”).

The POBALINES are mandatory in all IMSS contracting procedures and their purpose is to provide the bases, procedures and public officials empowered to intervene in the different stages of the procedures to carry out acquisitions, leasing of personal property and contracting of services.

In addition, POBALINES provides the necessary measures for IMSS to obtain assets and contract services with the best possible quality, as well as to achieve a timely supply in compliance with the Public Sector Procurement, Leasing and Services Law.

Among the procedures found in the POBALINES, as well as the public officials who must intervene in them, we highlight the following:

  1. Market research and calls for public bids.
  2. Evaluation of bidders’ proposals.
  3. Signing of contracts.
  4. Granting of guarantees.
  5. Payment to suppliers.
  6. Application of deductions and conventional penalties.
  7. Price adjustment
  8. Receipt of goods and services
  9. Suspension, early termination, and rescission of contracts.
