Acquisitions by the Ministry of Defense for the construction of Santa Lucia airport
On May 22nd, the Notice regarding the Policies, Bases and Guidelines on Procurement, Leasing and Services of the Ministry of National Defense (SEDENA) was published in the Federal Official Gazette (DOF).
This is particularly relevant since it is precisely the SEDENA the authority which will develop and manage the Santa Lucía airport “Felipe Ángeles” and its interconnection with the Mexico City International Airport (AICM) and will be in charge of other federal government works such as the construction of branches of the Banco del Bienestar and the adaptation of military and civilian hospitals to attend patients with COVID-19.
In relation to the construction of the Santa Lucia airport “Felipe Angeles”, let us remember that the presidential plan is the conclusion of the works on March 21, 2022 for which an amount of 1,911.9 million pesos has been budgeted for the modernization and rehabilitation of the airport and connectivity infrastructure that contemplates a metropolitan system of airports including Santa Lucia, the AICM and Toluca.
Pursuant to the abovementioned Notice, it was announced that on April 20, 2020, the Secretary of National Defense General Luis Crescencio Sandoval González approved the “Políticas, Bases y Lineamientos en materia de Adquisiciones, Arrendamientos y Servicios de la Secretaría de la Defensa Nacional” (POBALINES).
The POBALINES include relevant information on public procurement by the SEDENA, including rules on public calls for tenders, invitations to at least three persons and the request for quotation for direct awards. Likewise, they include rules applicable to companies that request to participate in a procedure of invitation to at least three people, after having been disseminated in CompraNet and/or in the website of the agency, information related to contracts, orders, purchase orders, advances, leases, payments to be made by the agency, etc.
Finally, in terms of the provisions of Article 21 of the Law on Procurement, Leasing and Public Sector Services, the SEDENA has published its annual program of acquisitions, leases and services for the current fiscal year, which can be consulted here. It should be recalled that the authority is authorize to add, modify, suspend or cancel, without liability, the elements referred to in the annual program by informing the Ministry of Public Administration and update the program monthly in CompraNet.
