FEDERAL CONCILIATION AND LABOR REGISTRY CENTER

On January 6, 2020, the Decree that issues the Organic Law of the Federal Center for Conciliation and Labor Registration (Ley Orgánica del Centro Federal de Conciliación y Registro Laboral) (CFCRL), which entered into force on January 7, 2020, same that sets forth the integration and attributions of said body was published in the Federal Official Gazette (Diario Oficial de la Federación).

The CFCRL is a decentralized public body, with has legal personality, its own assets and technical, operational and budgetary autonomy in decision making and management.

Among its main authority the following can be found:

  • Substantiate the conciliation procedure to be exercised by employees and employers, in individual and collective matters of the federal order, prior to the judicial stage.
  • Register, at the national level, collective labor agreements, collective bargaining labor agreements, internal labor regulations and union organizations and related administrative processes such as obtaining the Certificate of Representation (Constancia de Representatividad) to legitimize union representation.
  • Impose administrative sanctions pursuant to the provisions of the Federal Labor Law.

The CFCRL shall begin its functions by April 30, 2021 in terms of the Decree dated May 01, 2019, under which various provisions of the Federal Labor Law (Ley Federal del Trabajo) were amended, added to and repealed.
