Technical guidelines for the reactivation of activities in the automotive, construction and mining industries
Today, the Ministry of Economy published on its website the Technical Guidelines for Health Safety in the Workplace for the preparation of the Health Safety Protocol considered as a condition for the reactivation of the construction industry, mining and referring to the manufacture of transport equipment from June 1, 2020.
In accordance with the Guidelines, companies and industries, as of May 18, may take the following actions to obtain the authorization required for their reactivation within the indicated period:
a) Answer the document identified as “Self-assessment of the Health Safety Protocol” (Autoevaluación del Protocolo de Seguridad Sanitaría) in the website gob.mx/nuevanormalidad;
b) Answer to the general identification data contained in said website; and
c) Complete the Commitment Letter included in the website.
It should be noted that, in the case of multi-plant companies, each plant will be registered individually.
Subsequently, the Mexican Social Security Institute (IMSS) will issue an electronic acknowledgement of receipt and a result within a term of no more than 72 hours. The result may consist on the approval, request for additional of information or denial of the health security protocol. In the event of refusal of the authorization, the companies may restart the process.
In the following link you will find the relevant Guidelines and the self-evaluation exercise of the Health Safety Protocol including the checklist of health safety measures required for the work environment. The relevant measures include engineering or structural measures, administrative or organizational measures, measures regarding personal protective equipment, training measures, measures regarding health promotion and planning and management measures
If the process is completed and approved before June 1, 2020, the relevant company or industry may reactivate operations.
Please remember that, in the case of companies in the automotive and auto parts industry devoted to exports, in addition to the above, they must apply the protocols required in their countries of origin.
Finally, it is important to note that, the Guidelines referred to above will constitute a reference for the rest of the essential activities.
