Reduction of Labor Hours: Reform Project for the Implementation of the 40-Hour Workweek
On Wednesday, December 3rd, 2025, President Claudia Sheinbaum, together with the Officer in charge of the Ministry of Labor, Marath Bolaños, presented the “Reform Project for the Implementation of the 40-Hour Workweek,” which proposes a reduction of two working hours per year starting in 2027, until reaching a 40-hour workweek in 2030. This reduction would take effect on January 1st of each year as follows:

The reform to reduce the workweek will be implemented at a constitutional level to guarantee this right for Mexican workers, and it will in no case result in a reduction of wages or benefits.
It also establishes the possibility of working 9 to 12 hours of voluntary overtime per week, the prohibition of overtime work for minors, and a maximum limit of 4 hours of triple-paid overtime.
Lastly, in order to supervise compliance with the new 40-hour workweek in the workplace, employers will be required to maintain an electronic record of working hours. For this purpose, the Ministry of Labor and Social Welfare (STPS) will issue the regulations governing such record-keeping.
According to comments made by President Claudia Sheinbaum and the Officer in charge of the Ministry of Labor, Marath Bolaños, the next steps in this reform are:
- Presentation of the initiative to the Congress of the Union.
- Discussion and approval in the Congress of the Union.
- Entry into force of the reform on May 1, 2026.
- January 1st, 2027: The first reduction of two hours to the workday takes effect.
