COVID-19: Reactivation strategy in Mexico

Today, it was published in the Federal Official Gazette the Agreement setting forth the strategy for the reopening of social, educational and economic activities and a traffic light system by regions to evaluate weekly the epidemiological risk related to the reopening of activities in each state.

The proposed strategy consists of the reopening of activities in a gradual, orderly and cautious manner, considering the following stages:

a) Stage 1.- Starting on May 18, 2020, with the reopening of activities in municipalities where there have been no cases of COVID-19 and which, in addition, do not have any municipalities neighbors with cases of COVID-19.

The Ministry of Health, no later than May 17, 2020, through a technical communication that will be published on the website www.salud.gob.mx, will determine the municipalities referred to in the previous paragraph.

b) Stage 2.- From May 18 to May 31, 2020 and consists in carrying out generally applicable actions to prepare for the reopening of activities, such as: the preparation of health protocols for the safe resumption of activities, the training of personnel for safety in the workplace, the readjustment of production spaces and processes, and the implementation of entry, sanitation and hygiene filters in the workplace, among others as determined by the Ministry of Health; and

c) Stage 3.- Begins on June 01, 2020, in accordance with the traffic lights system by region for the reopening of social, educational and economic activities. To find out which activities may be carried out according to each traffic light color, please consult Annex 1 to the Agreement published today.

The Agreement establishes that the activities of the construction industry, mining and the manufacture of transport equipment will be considered as essential activities.

Companies engaged in these activities referred to in the previous paragraph may begin work on June 1, 2020.

From May 18 to May 31, 2020, said companies will implement the health safety guidelines in the work environment, to be published by the Ministry of Health, in coordination with the Ministries of Economy and Labor and Social Welfare, as well as the Mexican Social Security Institute.
